For many local and service businesses, the phone is the main way customers get in touch. Yet calls are often the least measured part of a marketing program, because a phone call does not happen on your website the way a form submission does.

Google Tag Manager can capture one useful slice of that activity: taps and clicks on phone numbers and email links. This article shows how to set it up, what the data does and does not mean, and when a dedicated call tracking tool is the better choice.

What GTM can see and what it cannot

GTM can detect that a visitor clicked a link. If your phone number is a clickable link, GTM can record the click. It cannot hear the call, know whether anyone answered, or measure how long it lasted. A click means someone intended to call, not that a conversation took place.

That distinction matters when you report results. Label the metric honestly, for example as phone number clicks, not as calls. Click data is still useful for comparing pages and campaigns, but it overstates real conversations because some people tap and then cancel, and understates them because many visitors on desktop read the number and dial from a separate phone.

Before any tracking, check that your phone numbers are clickable. A clickable number uses a tel link, which starts the call dialer on mobile devices. If the number is plain text or part of an image, there is nothing to track.

  • Header and footer phone numbers on every page.
  • Call buttons in hero sections and landing pages.
  • Numbers on your contact page and in any sticky mobile bar.

On a WordPress or HTML site, this is a quick edit. Numbers pulled in by a plugin or a theme builder may need a setting changed. While you are there, confirm the number is formatted in full with the area code so the dialer handles it correctly.

Setting up a click-to-call trigger

  1. In GTM, open Variables and enable the built-in Click URL and Click Text variables if they are not already on.
  2. Create a trigger with type Click, Just Links. Set it to fire on Some Link Clicks, where Click URL contains tel:.
  3. Create a GA4 event tag with an event name such as phone_click, and add Click Text and the page path as event parameters.
  4. Attach the trigger and open Preview mode. Click a phone link on a mobile-sized view and confirm the tag fires once.
  5. Mark phone_click as a key event in GA4 if it represents a meaningful lead action for you.

Repeat the process for email links. Use a second trigger where Click URL contains mailto:, and fire a separate event such as email_click. Keep it separate from phone clicks so your reports do not blend two different behaviors. If your site has several phone numbers, such as one per location, include the Click URL as an event parameter so you can see which number was used.

Bringing call data into Google Ads

If you advertise on Google, you have more options than click tracking alone. Call assets and call-only formats can report calls from ads, and Google forwarding numbers can record calls to a number shown on your site. Conversion actions for clicks on a number on your site can also be set up inside Google Ads.

Decide which action you want Google Ads to optimize on. A click on a phone number is a weaker signal than a call that lasts a minimum time. If you use more than one, give each conversion action its own clear name and be deliberate about which ones count as primary, so the same intent is not counted twice.

When to use a call tracking tool

A dedicated call tracking service swaps the number shown on your site depending on where a visitor came from, then records each call with its source, duration and often a recording. It is worth considering when phone leads are central to your revenue and you need to know which campaigns and keywords produce real conversations.

  • You want to know which ad or keyword drove a call, not just a click.
  • You need call duration or outcome to separate sales calls from wrong numbers.
  • You spend on several channels, such as Meta Ads and search, and want one view of call sources.

These tools usually send an event or conversion back to GA4 and your ad platforms, and GTM is often how that connection is installed. Review the privacy implications first: call recording may require notice or consent depending on where your callers are located.

Testing and reporting honestly

Test on a real phone as well as in a desktop preview, because behavior differs. Then compare click counts against your actual call log for a few weeks. If clicks run far above calls, check whether bots, accidental taps or a sticky button are inflating the count.

When you report, state the limits plainly. Phone clicks are an indicator of intent. Where the business depends on calls, pair them with call log review, or a call tracking tool, for a fuller picture. Our Tag Manager service can set all of this up and document it.

Key takeaways

  • GTM measures link clicks on phone numbers, not answered or completed calls.
  • Use a Click, Just Links trigger where the Click URL contains tel: and a separate one for mailto:.
  • Label the metric as phone clicks and test on a real mobile device.
  • Add a call tracking tool when you need source, duration or outcome data.
FAQs

Questions We Hear Often

No. If a visitor reads your number and dials it on another phone, GTM cannot see it. Only a call tracking tool, or call reporting from your ad platform, can capture those calls.

It depends on how reliable they are for your business. Many advertisers count them as a secondary action first, then promote them to primary once they have compared them with real call volumes.

Rules vary by state and by where the caller is located. Some require everyone on the call to be told about recording. Check with your legal adviser and add a clear notice before using recordings.
